All those are both nations and states, in other words they are also Nation-States.
However, not all nations are states, there are many nations within states. A nation that has not reached statehood usually has its own language and culture, often its own political institutions and jurisdictions within the state in which it is found.
Such a nation doesn’t usually manage its own foreign affairs, currency, or diplomatic relations with other countries. But it may be fairly autonomous within its own jurisdiction.
Some examples of nations that are not states are Wallonia in Belgium and Quebec in Canada (Quebec has its own government representative offices abroad, and manages its own immigration, but its offices abroad are not granted consular status and it doesn’t have its own currency). Also, residents of some Indian reservations in North America have a UN-recognized “North American” passport – neither Canadian nor American – and claim to be a native Nation, since there are many US and Canadian laws that they are not subject to – an example is the Akwasasne Indian community that straddles the Ontario / New York border.
